If my spouse has a few warrants for not paying their probation officer for traffic tickets, will they be able to get and use a passport to travel with?

I am military with orders overseas.

It is certainly possible the warrants will appear when seeking a passsport.  The underlying criminal issues should be addressed before seeking a passport.
