How do I prove that I did not “quit my job due to disciplinary action”?

I applied for unemployment but was denied. I appealed it and just received a denial so now I was told it goes to a hearing. I was let go by my employer and given a paper stating that I was “on indefinite lay off due to lack of work”. I sent in a copy of this letter and was still denied. What else can I send in or do to prove that I didn’t quit my job?
