Does bad credit really falls off your credit report after 7 years or is there a way for “them” to keep reporting?

Bad credit can stay on longer and sometimes the 7 is actually 9 years. What you can do to protect yourself is to check your credit report every year (you get a free credit report from each of the three credit reporting agencies). If you see something that is either something no longer in use, the company is gone or you consider to be something that should be off of your credit report, dispute it online (which is the magical step you can do now) and you will be happily surprised to know many will indeed be taken off.
