I have right of way across my neighbor’s property to get to mine. Can I build a concrete driveway on that right of way?
Right of way is ten feet wide and about 130 yards long.

No, you can't: a right of way (better known as an easement) is the right to move across property, but does not include the right to make changes or improvements to it. You cannot make an changes or improvements without the property owner's permission.
