I have not recieved the employee Handbook yet ?

Ive actually never received an employee handbook from my place of work and ive
been here over 5 years and so this is the situation my place of work just moved
from a 1099 a private contractor job to a W2 form to an employee job. The manager
emailed all the technicians i am an 3d/4d/5d ultrasound technician about the
employees handbook and new rules and regulations that must be followed, but i
never received one and neither has any of the other technicans. But when
something goes wrong they want to make up random rules and try to threaten us
with changing our pay? is that legal?

Not having the employee handbook doesn't really matter if you don't have a written employment contract. That is because without a written contract, you are an "employee at will," and an employee at will has essentially no rights to his/her job and no protections or rights at work. Your employer may change your pay or discipline you at will if you are an employee at will, so they don't have to "make up random rules" to do this--they can just do it whenever they want. Again, there is no protection for an employee at will.
