You landlord. Having a rodent probem is the responsibility of the landlord as the presence of rodents is technically a breach of the warranty of haitability. Now, this is a warranty that is implied in every lease agreement where the landlord warants that the property is free of pests such as those that you have, that it has heat, running water, etc. If your landlord will not pay go to court and ask to start a proceeding based on the breach of the warranty, and ask the court to allow you to pay the rent in to court until such time as the problem is rectified.
