We have 2 children; he pays a total of $275 a month in child support. We both live with other partners in different states.

You have not provided sufficient information to provide an snswer. You have not stated what papers he refuses to sign.  In California once the petition for dissolution has been filed and served the earliest that a marriage can be dissolved is 6 months after service or the other party files a response.  Property and debt disclosure.  If one party does cooperate the other can force the matter to trial.  At the trial the court will divide the property equally between the parties set child support and dissolve the marriage.  It is not necessary for him to sign any documents.   Family courts have a law clinic that can provide valuable information and help in these cases.
