If I applied for Change of Status from H1 to H4 last month, what will happen to my COS application if I go outside the US?

My case is still Pending. I have to travel to India due to an emergency. Can I appear for a H-4 interview in India?

if you travel outside the US while the COS is pending, it is essentially abandoned and you would have to appear before the US Consulate outside the US to obtain the H-4 visa.  The filing fee you paid is also not going to be refunded.
