If I have a tenant who never paid a deposit and it’s time to renew their lease, can I ask them for one now?

Yes, you can.  South Carolina has no statutory limit as far as I know for security deposits but check your local ordinances as well.  The new lease is a new contract and you can indeed re negotiate the terms.  Good luck.
