I am assuming that the handrails are needed within her apartment.  That may be her responsibility.  If you have access to a computer (or go tolibrary if you do not) google your County name with the words "Center for Aging" or iaaa.org (an Indiana organization on the aging) and contact them for help.  They will help put you on the right track.  If the handrails are necessary to keep her safe they may be able to find a way to get them for her or defer the cost.  If she has a lease you should bring that with you to the agency.  Good luck.
