What to do if I the contractor I hired to remodel my kitchen is charging extra for what he considers to be upgrades but never communicated that there would be additional costs?
Is this legal? We have a contract and he fulfilled all of his other obligations.

If you asked for any changes or additions, he may charge you for them, even if he never explicitly stated there would be additional costs: it would be unreasonable to think you could change the plans or construction without cost, so as long as the additional costs are reasonable for the changes or work and as long as you asked for them, a court would (if he had to sue you for the money) most likely give him these amounts.
If you did not ask for the changes that would be very different: the contractor may not unilaterally (without your consent) add or change things and charge you for them, unless the contract with him specificially gave him that right.
