What to do if I dropped off my car off at an auto repair shop for a free quote on my car they took it apart ?
They are now refusing to give my car back until I pay them $2000-$4000 for repairs. Is this legal?

No, it is not legal unless you authorized them to do the work. Indeed, it may even be criminal (e.g.a form of extortion)--if you haven't done it already, try reporting this to the police.
Even if the police choose to not act, believing this is a civil or contractual dispute, you should be able to bring a legal action (lawsuit) seeking both a court order directing them to restore and return your car and possibly monetary compensation, too. If the police will not help you, consult wiith an attorney about your situation. Good luck.
