If I divorcedand was awarded the home butmy ex-wife’s name is still on the mortgage, do I need her signature to refinance?

You need to have your ex-wife sign a quitclaim agreement to transfer title to you.  Since the property settlement agreement you both signed is a binding contract, your ex-wife is required to sign over title to you.
