If I applied for a position with a city and my application/resume was shared with the entire department, is it legal to share such personal information like that?

I was told after I was hired that my application and resume was shared with the whole department (the secretary’s and fellow peers),. None of these people sat in or were part of the interview process.

It is perfectly legal: there is no law saying that a resume is private, priveleged or confidential information, or that it may not be shared with any and everyone in the department or agency--or indeed, even with people outside the department or agency. Once you send your resume to someone, you have no control over what they do with it.
