Will the vehicle operators be liable?

If the food truck is NOT at fault in the accident, the vehicle operators/owners are NOT liable.

The landowner is liable regardless of whether the person stepping out of a vehicle or pulling into the lot is or is not at fault in the accident.  The landowner is liable for accidents/injuries that occur on the property based on premises liability.
