If I’m currently a department manager in the apparel department, would it be conflict of interest if I open my own small apparel retail business?

Yes it may be a conflict of interest especially if a) your contract with the company or employee handbook prohibits you from so doing and/or b) you use the proprietary information of the store for which you work to gain customers.
