What to do if I am a tenant and my landlord is giving personal information to the local police department?

I am currently living next to a difficult neighbor. She is always calling the police on me and my roommates for standing outside smoking cigarettes and being “too loud”. We were standing outside one night and the next thing we know a police officer is coming up to us telling us to keep it down. He also was saying that our apartment manager gave him me and my roommates personal information, such as age and names as we had not released it. Can a landlord legally do that, and if they are don’t they need a warrant and wouldn’t they have to show us the warrant as we are the parties involved?

Under the laws of all states in this country a landlord has an obligation to maintain to some degree "quiet enjoyment" with the rental he or she owns so that the tenants can live in some semblance of peace.

Given the difficult neighbor that you have, most likely she complained to the landlord about you resulting in the landlord contacting the polcie department to check on you. Such conduct by the landlord is allowable under the law. There is no need for a warrant in that the police officer did not enter your rental to search for things. You were outside in public when the police officer requested that you keep things down.
