I am a motel maid in Arizona and I don’t want to be paid by the pieceroom. I want to be paid by the hour. My employer refuses. What can I do short of quitting?

You don't have any options: the employer decides how to pay employees, and they have no say in it, and since payment by the piece is legal, so the employer may pay you this way. Your only option would be to look for a different job if you can't persuade him.
