My brother married a girl in the Phillipines. He has a 2 year old son, and a
daughter who was born in January. He is currently working on getting his
wife and son visas to come to the US. How long will it take for his daughter
to receive US citizenship?

The citizenship for a child of a US citizen born abroad is automatic.  The birth has to be registered with the US Embassy in the Philippines and then the child can get a passport.  The process to get the spouse to the US on an immigrant visa takes about 10-12 months on average.
