how long do I have to give the at fault driver’s ins co to settle?
my car was hit by a red light runner, he never reported the accident. I did not
have collision on my old van. His ins co is dragging their feet and saying they
might not take responsibility, how long do I wait. Van is running up storage
fees.

You don't have to wait any specific amount of time. The fact that the at-fault party's insurance carrier is delaying and may deny the claim, your recourse is to immediately sue the at-fault party for negligence. That should prompt a response from the at-fault party's insurance carrier.
