Both parties to a marriage are responsible for any bills until they change the accounts or a court says otherwise.  If the parties cannot agree on who should pay which bill, then they could file for a divorce and seek temporary orders which outline each party's responsibility.  This does not mean that the parties have to finalize the divorce... however... it at least puts a set of rules in place until the parties can decide what they do want to do.
