How do I collect on my mother’s annuity if I was not the named beneficiary?

My stepfather was the primary beneficiary however he passed away naming no one in his Will as the executor. In my mother’s Will I was named as the executor.

I am so sorry for your loss.  I am unclear on who died first here.  If your Mother died and named him as the beneficiary then the money went to him and it will be distributed as per his Will.  If he died prior to your Mother then the policy will govern and it will probably revert to her estate and be distributed as per her Will.  Being named as the executor does not give you the personal right to the money only the money on behalf of the estate.  Please get legal help here.  Good luck.
