How can I take possession of a piece of land I’ve maintained for 20 years?

I’ve put in sprinklers and plants. My neighbor even built a fence in such a way that this strip of land appears to be part of my backyard.

You need to discuss the issue of "adverse possesion" with ana ttorney in your area.  Adverse possession is a right to claim ownership after a statutory time period (I believe 5 years in California) but the law there as to what allows you to make the claim will prevail.  I believe that in California you need to pay taxes, etc. on the land.  It is different in every state.
