Technically the hitting of a parked car with another vehicle and leaving the scene without placing any notice on the windshield of the damaged car of your name, address and telephone number is what is called a hit and run offense which is a crime.

The offense of a hit and run is typically a misdemeanor but sometimes can be a felony if someone is injured or the damages exceed a certain dollar amount. Conviction of a felony can result in a heavy fine, jail time and a criminal record for this type of offense.
