Okay, so I was fired from company A 8 months ago. On their file for me they have
‘do not rehire’. Anyway, company A is about to be bought out by company B. So my
question is that if I were to apply to company B after company A gets finalized
in their buyout am I therefore eligible for rehire? Mind you, company B is
keeping all the same personnel and simply changing the name of the company.

This is a matter of company policy and not really a legal one. If Company B does not recognize Company A's "do noy re-hire policy", then you can re-apply and possibly be given a job. Otherwise, I am afraid that you are out of luck.
