What are my rights if I am currently on H1b visa and looking for job transfer?

I would like to know the effects of new H1b visa reform bill on H1b transfer to another company, and is it safe to join small/mid level consulting firm where most of employees are on H1b as per the new bill?

As long as you are in valid H-1B status with an employer you can have another employer file a transfer H-1B visa petition on your behalf.  The chances of approval on a new H-1B visa petition cannot be speculated since it is all very much case dependent and employer and job specific.
