Can the owner of a vehicle be held liable for injuries suffered in an accident which involved their car?

I was rear-ended with multiple injuries in my back and neck. The driver of the vehicle appears to have nothing nor own anything and has minimal insurance which doesn’t cover much of my bills.

If the owner's insurance covered the owner and the car in the event that the owner allowed another person to drive his car, then the owner's insurance may have to pay.  It depends on how the owner's insurance is written.
