If for 6 years I’ve been paying for sewage which I am not connected to, can my town force me to pay this when I am not even connected to it?

I use my own septic tank.

It depends upon whether the sewage charge is a use assessment, for being connected, using, etc. the sewage system, or whether it is an assessment on all property owners or citizens for the cost of having a town sewar system--i.e. it's more akin to a sewer "tax" than a usage charge. You need to find out the basis for the assessment--e.g. use or simply being a property owner--to answer your question. You should be able to find this out from your town/municipal offices (e.g. the town clerk).
