I am so sorry for your loss.  Alll siblings have equal rights and equal responsibilities with regard to the house, absent an agreememtn to the contrary.  That would be is say one was living there at a reduced rent or for free and they were to maintain the house, etc.  If, however, there is no such agreement then the one paying the bills should be able to recover the money laid out on behalf of all.  Good luck.
