Can a collision center who is going to repair my car, to give out any information to anyone who isn’t on the insurance or who is the registered owner?

it gave out info about the accident and things along those lines to someone who wasnt involved in the accident. It’s just a relative trying to be nosy. He had no permission from us to call and ask for that info. Is it illegal that the collision center told them everything?

No, the collision center should not have given out this information. But you would not have any grounds to sue them unless this relative uses the information to defraud you or cause you some loss (e.g. identify theft), since the legal system only provides compensation for actual losses or damages you suffer. You could complain about the collision center, such as to the Better Business Bureau, if you wish.
