What is the law regarding equal pay for part-time workers versus full-time workers?

I work at a county community college as a part-time security officer. They pay the same for everything except holidays. Full-timers get 3X their regular pay and part-timers get 2X their regular pay. Is this legal to base an employee’s pay on the number of hours they work?

The fact is that not all employees need be treated the same (or even fairly). That is so long as there treatment does not consitute any form of legally actionable discrimination (i.e. it must not be based on their race, religion, disability, age (over 40), or the like). Also, their company's actions must not violate the terms of any applicable union/collective bargaining agreement or employment contract. Otherwise, a business can set the conditions of the workplace much as it sees fit. This includes how much to pay its workers. If this is not acceptable to you, you can complain but risk termination or quit.
