I am wanting to purchase a domain that is similar to a popular website, its a chat, meeting place for people, it can have personal pages, I want to know if it is to similiar or how similar, if there are legal issues.

If your domain name is very similar to the other popular website, there could be legal issues. The other site, for example, could claim that people searching for their site can be confused into thinking that your site is the same site. You could then receive a letter from their attorney requesting that you change your domain name or face legal action. You could be forced to give up your domain name, pay fines, etc.
