Unpaid hours such as meal or rest breaks, do not need to be included on paystuba. A paystub only tracks hours for which an employee is paid.

No, they do not need to be included on the paystub. The paystub tracks hours for which an employee will be paid and the pay that the employee gets; unpaid hours, such as unpaid meal breaks, do not need to be included on the stub.
