Does our CA company have to register as an OH business if one of our employees will be moving there and working for 90 days?

Our employee is a graphic designer. Her mother-in-law has cancer, and our employee wants to move back to OH and continue to work for our CA company. She will be performing design work, not selling anything for profit. She will only be working there for 90 days.

No, you do not have to register in Ohio. Having an employee working remotely in a state, if she is not selling, etc. to the public, is not "doing business" in that state in such a way or to such an extent as to require you  to register.
