Is there any law that requires a supervisor to be present at the workplace whenever employees are working?

Some of our employees start at 7:30 am but the supervisor does not arrive until 8:30 am. Is there a legal obligation for a supervisor to be present during all work shifts?

No, there is no general legal obligation whatsoever for a supervisor to be present at the workplace whenever workers are working (though it's probably a good idea). It's possible that certain industries may require a supervisor with certain credentials--e.g. a doctor's office may require  doctor around whenever patients are seen--but those would be the exceptions, not the rule.
