Under the laws of all states in this country, the landlord or his/her property manager is required to disclose to all potential renters all material facts that would affect the rental's desirability or price paid before the lease agreement is signed. The potential of the unit being prone to flooding is a material fact. Failure to do so if that fact is known by the landlord or his/her agent is "concealment".
