Is it legal for a manufacturing company that wants to shut the plant down for a week to force salaried employees to take vacation days?

And, if they do not, have vacation days to dock them a weeks pay?

Is there a union agreement or employment contract that prohibits this action? Does your treatment constitute some form of legally actionable discrimination? If not, then it is legal. The fact is that providing PTO (i.e. sick days, vacation time), is not legally required. Therefore, they are given at an employer's discretion. Accordingly, the employer has a great deal of say as to when such time may be used/must be used. Bottom line, in an "at will" work arrangment, a company can set the terms of employment much as it sees fit.
