I am a bit confused by your question.  On first reading I thought you wish to sell forms that need to be filled out.  Selling forms is common place and there are no special requirements that I know of.  But on second reading it appears that you wish to sell to pro se parties actual legal documents to use to prosecute or defend their cases.  That to me is akin to practicing law without a license and that would be a no no as a paralegal or otherwise anywhere and not just specifically in Oklahoma.  Even is an attorney helps a pro se litigant most ethical panels require that there is disclosure by the pro se litigant and the attorney that help has been provided.  Rethink your endeavor.
