A seller does not need to voluntarily or proactively disclose information about neighbors: that is not a required disclosure. That said, IF the seller is specifically asked a relevant question by the buyer--such as, "have you had any problems with the neighbors"--the seller may not lie; lying in response to such a question may be fraud, which could subject the seller to liability. But that's only if asked; the seller doesn't need to volunteer the information.
