Do I need to pay a contractor full price if he took over 10 months to finish a 3 month remodel?
My contractor started the remodel of my bathroom 10 months ago. I was without a
toilet for 3 weeks and a shower for 3 months. He hasn’t even been to my house
since December 8, 2015 to finish and paint.

Your contractor has breached the contract. Since the breach is material, you are not obligated to pay the full price stated in the contract.
If the contract can be construed as an installment contract in which some of the work has been done, the contractor can be paid for work completed.
