Do I need a business permit to do freelance web design?
I plan on making a business out of designing websites for small business in the area charging by the hour and having my clients sign contracts/legal agreements to ensure payment and proper business protocol. Would I need a business permit to do this legally?

You do not need a special license as a sole propietor doing business in Virginia. You may need to get a tax registration certification from local chamber of commerce. You need to check the city and county for sure.
