Do I need a business license for photography?

Even if it is just to make a few dollars on the side? Also, could I advertise with business cards or price flyers?

What you are describing is really "hobby income", and if you treat it as a hobby for which you occassionally get paid, then you don't need to set up a business.  However, you would want to visit with an accountant to make sure you are not hit with unwelcome tax issues at the end of the year from any income that you do make.
