Do I need a business license for a home-based business?

My friend and I want to start a dog walking and errand running business from our homes. Do we need a TIN, business permit, license, etc? What are the exact requirements?

Yes, and you will want to investigate the process without necessarily revealing who you are and what you are doing. This is an example where you will want to use an attorney.
