Do I have to pay for the rental car fees if I damage someone’s car and I’m paying out of pocket for the repairs?

If you were at fault e.g. driving negligently or carelessly in damaging the other person's car, you are liable, or responsible for not just the repair cost, but for all reasonable costs directly and foreseeably flowing from he accident, which would include car rental. It has to be a reasonable rental no renting a luxury SUV or high-end sports car for a reasonable period of time e.g. during the reasonble time required for repairs. If you don't pay it, the other person could sue you for the money.
