I was demoted with no explanation,offered
less hours and pay, and this is basically
Philippine ran and the administrator could not
give me valid reason,then business office
hired a Philippine RN and gave her hours and
prob more pay.

Discriminating against someone due to race or national origin is illegal. While a Filipino employee or RN could be given preference over you IF they have some experience, credential, degree, etc. which you lack (i.e. for a legitimate non-race or -national origin reason), if the only reason for the different treatment was race or national origin, that is illegal. If you believe that this was a case of race or national origin, contact the CA Dept. of Fair Housing and Employment (DFEH), not the labor board, to file a complaint.
