What to sdo about an impending marriage and a visa?

I have a fiancé, that lives in Spain. We planned on getting married this year but we are not sure which visa he would need. Being that we have not met face to face, would he need a visitors visa or could he get a K-1 visa? Or, would it be easier for me to try to meet him there first? This process is really confusing, and we want to make sure we do everything legally.
