I am a licensed contractor in PA. A customer agreed to the
quoted amount. The service was provided and the customers
thanked me for my good work upon completion. It has been 3
months with no response. I sent the following reminders of an
outstanding balance email, mail, phone call and voicemail.
There has been no conversations since the completion of the
job.

You can sue the customer for breach of contract / account stated.
Your damages (monetary compensation you are seeking in your lawsuit) would be the amount you are owed.
Depending on the amount of your damages, you may be able to file your lawsuit in small claims court. Upon prevailing in the case, you can also recover court costs which include the court filing fee and process server fee. You can enforce the court judgment with a wage garnishment.
