If you stay at a hotel and pay with a debit card and then have the bank pull the money back because you were not happy wit the room can you be charged criminally

Yes: if you "pull back" the money and refuse to pay it even though you promised or agreed to pay, then you could potentially be charged with a crime, such as a form or fraud. You are not allowed to take or accept services (such as a hotel or rental room) from someone and not pay them.
