i rented apartment that i wasnt told had a cat nged the carpet but the place still stinks i complained because i m allergic they changed carpet but still stinks am still coughing and scratching

I can tell you from personal experience, that the only way to get rid of the cat urine smell and vapors is to tear up not just the carpet, but the padding and the floor boards and change it all.  Unless the landlord is willing to make these drastic changes, you're not going to be happy there.  If you don't have a lease, I would suggest you move.  If you do, you will probably need to break it.  Let the landlord know first and give him the opportunity to correct the situation, but my guess is he will not put that much money into the problem because someone else will come along who is not as sensitive to it to rent the apt. and it won't be an issue.  If he gives you a hard time about breaking the lease and he sues you, you will lilkely win.  The place has to be habitable, and for you, it's not.
