You can try and file a vandalism complaint for the car and harrassment complaint for the threats.  You will need proof.  A hunch on the ketchup issue won't do.  Witnesses to the incident(s) will help your case.

If your property is being damaged than you have a right to make a police report and should do so to have the incident on record. If you are being threatened again you can and should make a police report. Once you do this than if you want to look into proceeding with a civil action you would want to contact a local attorney who can walk you through the process.

At this point harassment and damage to a person property are chargeable offenses. Without having specifics i cannot comment on whether the evidence is substantial enough but I would advise starting with the police than hiring yourself an attorney to help you proceed as best as possible
